REGULATORY REPORTING MODEL

New Century Software has decades of experience helping customers prepare PHMSA and State required pipeline reports. We are industry experts when it comes to the annual reporting process for pipelines and the data required to support it.

Historically, we have managed reporting requirements through the deployment of multiple technologies and strategies designed to fit each customer’s specific needs. While we continue to offer these custom solutions, we are now proud to offer a more standardized, simplified, and sustainable solution. Our new regulatory reporting model efficiently maps to your company data sources to seamlessly integrate all information required for the PHMSA Annual Report and NPMS report. Railroad Commission and other state-level reporting requirements can also be addressed. The model runs on New Century’s Spatial Risk Analyst platform and it is available for purchase(1) or as a service.

While logic to summarize and adapt data to report submission requirements has been standardized, each model deployed can still be individually mapped to an operator’s unique data sources. Whether your company’s asset and integrity data are stored in PODS, UPDM, GIS, or other tabular and spatial data sources, the Regulatory Reporting model will integrate data sources, dynamically segment records, and then summarize data per reporting guidelines.

Using a single tool to prepare multiple regulatory reports reduces the manpower required to prepare reports, reduces maintenance costs associated with changes, and eliminates inconsistencies between reports that could be flagged during cross-validation performed by the regulator.

SUPPORTING SERVICES

Our service team can also support the following data improvements that are critical to accurate reporting:

  • Prompt completion of data entry backlog, including centerline corrections and attribute data
  • Gaps/Overlap analysis and identification of data attribute inconsistencies
  • Data cleanup for missing or inaccurate data
  • Database integrity “health check”

(1) The purchased model is subject to a license agreement and requires a licensed copy of Spatial Risk Analyst to run.

Quickly and efficiently prepare reports, allowing more time to verify data:

  • Compile the annual report in just minutes.
  • Less time preparing reports allows for more time to validate data
  • Run the report early and often to monitor data quality
  • Notify data owners about issues ASAP, providing adequate time to address

Reduce regulatory reporting errors and omissions:

  • Model kept up-to-date with changing reporting requirements
  • Regulatory status of pipelines verified to confirm reporting requirements
  • Report tables are cross-validated for accuracy
  • Single source eliminates inconsistencies between PHMSA and NPMS reporting
  • User-friendly submission format minimizes errors during manual entry to portal

Some key features of the Regulatory Reporting Model include:

  • Integrates data from multiple distributed data sources
  • Processes both tabular and spatial data types
  • Determines reporting status of assets (i.e. different gathering types)
  • Translates operator domain types to report specified domain types
  • Summarizes data in report tables which can be archived as PDF for recordkeeping
  • Create feature classes for NPMS submission
  • Ability to compare year-over-year changes
  • Publish results to drive internal dashboards (provided separately)
  • Gas and liquid reporting available

Model requires Spatial Risk Analysis 4.0 or greater

Support data sources include:

  • MS SQL Server, Oracle, MS Access, SQLite (tabular)
  • File geodatabase, SDE, ArcRuntime, Feature Services (tabular or spatial)

ArcGIS Pro license required for integration of spatial data sources

All data sources require a common definition of the route

Tabular data require continuous measuring or stationing
